TRAI favours national broadband network

The Telecom Regulatory Authority of India (TRAI) on Wednesday recommended setting up a ‘National Broadband Network’ at a cost of about Rs.60,000 crore to achieve 16-crore broadband connections by 2014.

Issuing its recommendations on ‘National Broadband Plan’, TRAI said the project would be financed by universal service obligation (USO) fund and the loan given by the government.

All India GSM Figures Nov 2010

All India GSM Figures released by COAI shows a fourth slot for BSNL narrowly edged by Idea Cellular. The Airtel leads the market with 149 M followed by Vodafone with 121, then comes Idea with 78.8M and BSNL with 78.1M.

BSNL added ~3M subscribers during November out of which 2.5 lakhs contributed by Kerala Circle.

A meeting for giving farewell to transferred Graduate Engineers Mr. Ratheesh Ponnappan and Mr. Subiksh T Surendran conducted on 15.00 hrs ,14.12.2010 at Palace Auditorium. Mr Faisal Ellatuparambil , Secretary AIGETOA MRX Inaugurated the meeting. Mr. Vijay , Vice president ,AIGETOA MRX presided the meeting.

AIGETOA MLP extended  a warm farewell, followed by the thanksgiving speech by the parting officers. This was followed by a general discussion on concurrent issues of organisation as well as the association. A small Glance of EPF rules and DOP&T rules and issues faced by DR GE Officers in relation were outlined by Mr. Vijay and Mr. Gireesh respectively.

The meeting nominated Mr. Anoop John as Asst Secretary and Mr. Abdulla as Asst Financial Secretary and Mr. Ajesh as Executive Member. Meeting decided to conduct a full fledged general body during Jan-Feb 2011.

DoT TERM Cell caught napping at Sabarimala

The antennas installed by certain private cellular phone providers on the Pampa-Sannidhanam trekking path are posing alarming health risk to pilgrims, by reportedly emitting hazardous radiation, experts say.
Antennas have been installed on the sides of the trekking path at Appachimedu, violating rules specified in the Indian Telecommunications Act, according to them. Stipulations for such installations were set by the Telephone Equipment Resource Management (TERM) cell attached to Department of Telecommunications (DoT) and they too were flouted.
Pilgrims passing by antennas installed at such a low height are exposed to point-to-point electro-magnetic radiation, not to speak of the radiation threat facing wild animals in the Periyar Tiger Reserve. An antenna has been installed very close to a shop at Attathode near Nilackal on the main trunk road to Sabarimala. Neither the Department of Telecommunications nor the Public Health authorities has taken note of the health risks involved. The Travancore Devaswom Board and the State Pollution Control Board too have not initiated any action.

STD calls from landline to landline to go cheaper

The Bharat Sanchar Nigam Ltd. on Monday announced that from December 1, 2010, the pulse rate of STD calls made from its landline number to any other landline number across the country would be increased from 1 minute to 3 minutes, a step aimed at arresting its declining fixed line connections.

GSM Figures Oct 2010

BSNL Kerala added a whooping 5.28L GSM customers to give a 12% leap in the growth rate. As on Oct BSNL Kerala is on 2nd spot @ 4.8M behind Idea with 6.0M. Vodafone is @ 3rd with 4.7M customers.

On All India GSM subscribers base grew 3 per cent in October with the addition of 14.7 million subscribers with telecom giant Bharti Airtel alone signing over 3 million users.
The total number of subscribers in the country crossed 508.72 million as against 494 million the previous month, data released by Cellular Operators Association of India (COAI) showed.
Bharti Airtel now gains a market share of 28.76 per cent, with 146.29 million subscribers -- the highest in the country.
Vodafone added 2.49 million subscribers in the country, a growth of 40 per cent as against 1.78 million the previous month to have a total of 118 million subscribers.
State-owned BSNL and new telecom operator Uninor closely followed up with 2.48 million each to have a total of 75 million and 13.7 million respectively.
Idea Cellular signed over 1.8 million subscribers, a growth of 22.5 per cent as against September taking its total number to 76 million.

Notice to Centre on telecom appointments

The Delhi High Court on Wednesday asked the Centre to reply on a public interest litigation (PIL) petition that has alleged irregularities in the appointment of heads of two telecom public sector undertakings — BSNL and MTNL. The petition has accused Communications and IT Minister A. Raja and his “trusted” officials in this regard.

Accepting a joint petition filed by an NGO — Telecom Watchdog — and the Sanchar Nigam Executives' Association pleading that the procedure for appointment of heads of BSNL and MTNL was arbitrary and it should be quashed, a Bench headed by Chief Justice Dipak Misra issued notices to the Centre and the Department of Telecommunications seeking their response.

BSNL adds 2.5 mn mobile users in Oct

BSNL today said it has managed to add a whopping 2.5 million mobile subscribers in October, despite the fierce competition from new and incumbent private operators.BSNL had added only 1.08 million subscribers in July. However, subscriber additions picked up from August when it added 2.2 million users. BSNL added 2.3 million users in September. BSNL has over 81 million subscribers.» » » »

BSNL, Datacraft sign pact to set up data centres

 BSNL today said it has signed a pact with IT firm Datacraft Asia to set up data centres and provide IT-related services to customers with an initial investment of Rs 200 crore.In the first phase BSNL and Datacraft will open data centres in six regions with an investment of Rs 200 crore. 
Both the companies did not reveal the revenue sharing. The alliance is for a period of 10 years, wherein BSNL will provide the infrastructure base to Datacraft in turn the IT firm will provide services, including IT systems, cloud computing under the brand 'onecloud' to clients.» » » »

BSNL's new Rs 2k-cr tender runs into trouble

The new controversy relates to Nokia Siemens Networks wanting BSNL not to enforce a clause in its latest tender that mandates vendors to share their source codes with the Indian government. This has been opposed by Ericsson, which dropped out from placing a bid as the world’s largest telecoms equipment maker said it would not follow the new tender clause that made it mandatory for equipment suppliers to submit source codes to the government. 

Ericsson executives also maintain that if BSNL were to make any concessions to Nokia Siemens and relax this clause, it would violate existing government guidelines which does not allow the telco to change rules midway through the tendering process. Ericsson’s objections are further strengthened by the fact that the company has in the past emerged as the lowest bidders in BSNL’s tenders. » » » » » » » »

With reference to the report “Bidding on for BSNL numbers” in these columns on October 19, 2010, BSNL Chennai Telephones has clarified that the minimum reserve price for levels 1, 2 and 3 was inadvertently issued as Rs.7,000, Rs.5,000 and Rs.3,000 respectively when the correct rates are Rs.3,000, Rs.2,000 and Rs.1,000 respectively.

Almost 200,000 SMSs sent every second: ITU

GENEVA: The popularity of text messaging has leapt three-fold in the past three years, with almost 200,000 text messages sent every second, the UN telecommunications agency said today. A total of 1.8 trillion SMSs were sent in 2007, but in 2010, the number sent has jumped to 6.1 trillion, said the International Telecommunication Union. 

This translates to revenues of 14,000 dollars (10,050 euros) every second and 812,000 dollars every minute, said the agency. Users in the Philippines and the United States were among the most prolific, accounting for 35 percent of all text messages sent in 2009.

As the Entire BSNL Kerala Circle compete each other to sell maximum number of SIMS , it is going to happen...

Top Brass still under estimates their subordinate's true prowess .Chaos of  SIM shortage and IN under-capacity is already  reported (ORDER) by authorities. We who faces the customer should anticipate call connection problems and preload remedy answer databases to answer the customers!!
As when Motorola rolled out GSM network in Kerala , we have seen a queue in front of CSRs bigger  than that we see at BEVCOs nowadays. A  similar queue formed on 30th sept 2010. The order says 10.2L SIMS distributed out of that 7.2L activated (in 30 days, now at a greater pace), we have 6 days more. 2.8L is a figure that we definitely achieves. So anticipatory Bail is necessary. And the mobile no, res no etc of those bailed out wont be displayed on Pillars,
Now and then the answer from the top will be one, underestimation. does that answer work with our loyal customers?

Growth for BSNL in Andaman & Nicobar

BSNL achieves tangible growth in telecom services in Andaman & Nicobar islands
BSNL has achieved substantial growth in telecom services in the Andaman and Nicober Islands with its customer base having touched the 1,82,003 figure base. Chief General Manager BSNL V K Sanjeev told media the overall tele-density in the islands, including private operations, is 62 per cent, having crossed the all India figure of 58 per cent, of which BSNL alone shares 36 per cent

Controversy hits BSNL CMD hunt??

Economic Times Reports:
The telecom ministry is finding itself in the eye of a fresh storm with allegations that it is using suspicious and surreptitious means for the appointment of BSNL's chairman and managing director.
BSNL's executive unions and a well-known NGO called Telecom Watchdog have independently accused the DoT and R K Chandolia, advisor (economic) in particular, of manipulating the eligibility criteria and scheduling interviews in a suspiciously hasty manner to favour a particular candidate.

Telecom users top 700m

Telecom operators in the country added 18.18 million subscribers in August this year, taking the total number of mobile users in India to 670.60 million, Trai on Tuesday said. According to data released by the telecom regulator, the wireless subscriber base increased from 652.42 million in July, 2010, to 670.60 million by the end of August, 2010, translating into a growth of 2.79%.

The total number of telephone subscribers (both mobile and landline) in India increased to 706.37 million by August-end from 688.38 million in July, it added. With this, the overall teledensity (telephones per 100 people) in India touched 59.63%.

BSNL contributed 12.40% of net wireless addition just behind Vodafone all over india. BSNL is in 5th place with 11.34% Market share.

BSNL threatens to stop WiMAX rollout across rural India

Blaring its disgust at operating as a social workhorse without compensation, BSNL has bluntly told the government that it will continue building wireless internet services across rural India only with a grant of Rs 2,395 crore more to support an unviable business.

The state-owned telecom company has written to the telecom department it is against rolling out services on the WiMAX technological platform without adequate financial support.

BSNL HOME PLAN :: SIM SALES update

Malappuram SSA bettered its SIM sales position to 6th followed by Kottayam in a very short margin. We must try our best to better our position to 4th this week itself.
We have given 31560 SIMs till date, behind Kannur at the top with 87211 connections, followed by Calicut having 45880, Thiruvananthapuram having 38908 connections, Thrissur having 34954 connections and Ernakulam having 31858 connections.
Kannur SSA still upholds its role model status and keeping the crown intact and says "Somebody Please do some thing , i feel bored at the top!!"


We started late but its the time to show off , lets put more effort to grab more customers....

No SIMs have been activated since yesterday. A large number of connections are pending for creation. AIGETOA MALAPPURAM requests all the concerned officers to immediately take care of the same.

Pay Anomalies of Batch 2007/2008, E-2/e-3 scale, Rule 8 & Seniority fixation


Shri Amit Roy, CS Delhi Branch & AGS (HQ) and Shri Ravi Shil Verma, VP (HQ) met GM ( Establishment) Shri D P DE and had an elaborate discussion on the Pay scales of newly Recruited JTOs. It was emphasized to GM (Estt) that the JTOs were recruited in the pre-revised scale of 9850-250-14600 (E1A) and to place them in revised scales of 16400-40500 (E1) is sheer injustice. GM (Estt) informed that the file in regard to the pay scale is with DoT and any decision can be taken only after the communication of DPE in this regard. AGS and VP again clarified to GM (Estt) that it has been learnt from DoT that intermediate scales have been rejected by DoT itself and so there is no other alternative than to implement the standard E2 scales for JTO/JAO level cadres and E3 for SDE/AO level cadres. Leaders requested for an immediate appropriate action to ensure that standard pay scales of E2 & E3 are in place in the least possible time.



Pay Anomalies of DRJTO Batch 2007/2008 :

CHQ leaders also pointed out that the pay scales of these newly recruited JTOs have been reduced to near about Rs. 4200/- if compared to the initially promised pre-revised scales of 9850-250-14600 through the recruitment notifications. Shri Ravi Verma and Amit Roy requested GM (Estt) that as an interim and immediate measure, till the finalization of new scales, pay of JTOs of batch 2007 onwards may be fixed in the pre-revised promised scale of 9850-250-14600 vide the recruitment notification or by granting the difference in pay as personnel pay. GM ( Establishment ) assured to look into the matter positively.

BSNL deprived of deserved money?

Deposit 50% of BSNL dues with SC, telcos told
NEW DELHI: Leading telecom operators, including Bharti Airtel and Vodafone, will have to deposit with the Supreme Court half of the Rs 470-crore carrier charges they owe to state-owned BSNL, the apex court said.

“You would have to show your bona fide and have to submit at least half the amount in the Supreme Court registry, then only we would stay TDSAT’s order,” a bench comprising Chief Justice SH Kapadia and Justice KS Radhakrishnan told COAI and AUSPI, the two operators’ lobbies, which have challenged the sectoral tribunal TDSAT’s order.

India Plans to Introduce IPv6 by 2012

India will start using IPv6 (Internet Protocol version 6) from March 2012, according to a new roadmap released by the Indian government.
All telecom and ISPs will have to be IPv6-compliant by the end of next year and offer IPv6 services thereafter, the government said in a statement issued on Wednesday by the country’s Press Information Bureau.

Gopal Das appointed as acting CMD of BSNL

State-run telecom operator BSNL today appointed Gopal Das as acting Chairman and Managing Director after the retirement of Kuldeep Goyal.

Mr. Goyal retired as CMD on July 31.

Mr. Das, who is serving as Director (Human Resources Development) in the telecom PSU, will be the acting chief till a new CMD is appointed by the government-nominated search panel.

The government has constituted a search-cum-selection panel, headed by the Cabinet Secretary, for finding suitable candidates for the posts of CMD of BSNL and MTNL, as part of restructuring to make them financially viable.

The panel has invited applications from candidates in the public and private sectors for these posts. The new chiefs of the two telecom PSUs will be hired on a contract basis with a fixed term of three years, which can be extended for a further period of three years based on performance evaluation by an external expert group.

Mr. Das, on his appointment as CMD, said, “After a good old journey of more than three decades, this is the best form of reward I can seek for my career. A great challenge lies ahead of us and I am sure we will meet every challenge with determination.”

Prior to joining BSNL in 2007, Mr. Das has served as the Chief General Manager (Wireless Services) in Mahanagar Telephone Nigam Limited at Mumbai.

Bharat Sanchar Nigam Ltd. (BSNL) on Saturday reported a loss of Rs.1,822.65 crore in 2009-10, first-ever in the company's history. It had reported a profit of Rs.575 crore in 2008-09. It also reported a 10.4 per cent decline in its revenue at Rs.32,045.41 crore in 2009-10 compared to previous fiscal's Rs.35,812 crore.

Reduction in tariff

“The loss has occurred mainly due to reduction in revenue and increase in expenditure. Revenue has gone down due to drastic reduction in tariff, fierce competition as well as decline in fixed wireline connection due to preference of the subscribers for mobile,” BSNL Chairman and Managing Director Kuldeep Goyal told reporters here.

He retired on Saturday after a three-year stint as the head of the telecom major.

Mr. Goyal pointed out that the wage revision had alone caused an additional expenditure of Rs.2,900 crore over the previous year on account of payment of arrears for the period from January, 2007 to March, 2010. “Had the wage revision expenditure not been there, the company would have recorded a profit before tax to the tune of Rs.703 crore,” he added. For BSNL, this is the first-ever loss registered since its inception in October 2000 when it was hived off from the Department of Telecommunications.

Finland's Ministry of Transport and Communications has made 1-megabit broadband Web access a legal right, YLE, the country's national broadcasting company, reported on Wednesday.

According to the report, every person in Finland (a little over 5 million people, according to a 2009 estimate) will have the right of access to a 1Mb broadband connection starting in July. And they may ultimately gain the right to a 100Mb broadband connection.

Just more than a year ago, Finland said it would make a 100Mb broadband connection a legal right by the end of 2015. Wednesday's announcement is considered an intermediate step.


France, one of a few countries that has made Internet access a human right, did so earlier this year. France's Constitutional Council ruled that Internet access is a basic human right. That said, it stopped short of making "broadband access" a legal right. Finland says that it's the first country to make broadband access a legal right.

NEW DELHI: The government plans to award BSNL a Rs 18,000-crore project to improve broadband connectivity in the country, throwing a lifeline to a company whose snail-like expansion plans have left it groping in the dark against fleet-footed private rivals.

The boadband for all project involves building WiMAX networks across rural India and laying a 5 lakh km optic fibre cable (OFC) to ensure that broadband connectivity reaches every panchayat, says a new proposal that is to be circulated for a meeting of secretaries on Monday. Though BSNL can strengthen and extend its own fibre and WiMAX networks, it must share the infrastructure with all private telcos.

Enhancing BSNL’s existing networks negates the need to create an independent company and duplicate infrastructure, as was originally proposed but abandoned after government officials thought it to be a waste of money. The proposal explores the wireless broadband option as well as involvement of the private sector in a bid to pre-empt howls of protests from critics.

The earlier plan called for a new infrastructure company carved out of BSNL, Power Grid Corporation of India and RailTel to execute this project with support from the Universal Service Obligation(USO) Fund. The infrastructure was then to be shared by all telecom companies and monitored by an independent agency.

The government also plans to double the subsidy that BSNL receives to maintain its unviable landline business in rural India and other far-flung places to Rs 4,000 crore a year. The money comes from the USO Fund, made up of telecom companies’ 5% annual revenues.

The government is expected to dig into the USO Fund, established in 2002, to improve rural connectivity, and launch the broadband project. It is estimated that nearly Rs 25,000 crore is lying idle in the USO Fund.

The project will not come at a better time for BSNL, once a monopoly in domestic telephony, but now a pale shadow of its former self. The company’s financial performance has been declining over the years due to a ponderous expansion plan caught in the grip of red tape and trade union activity.

While private mobile phone firms such as Bharti Airtel, Vodafone and others left it behind by adding customers by the millions a month, BSNL could not even buy equipment required to serve a growing market, despite being the only telco to have a pan-India presence only a decade ago.

BSNL’s original tender for 63 million global system for mobile communications (GSM) lines in 2006 was slashed to 12 million by telecom minister A Raja. The next tender for 93 million GSM lines, the world’s largest equipment order, was cancelled after a series of controversies erupted. The project, depending on how it pans out, is expected to boost broadband penetration, which is less than 1% compared to a mobile penetration of nearly 60%.

KOLKATA: Over 70,000 landlines and 10,000 broadband connections including those, reportedly, at chief minister Buddhadeb Bhattacharjee's Palm Avenue residence tripped after a fire broke out at a BSNL office on Hungerford Street around 10 pm on Tuesday. Though five fire tenders managed to bring the situation under control in two hours, the thick smoke triggered panic in the area. According to police, the BSNL mother station at 10/2 Hungerford Street seemed to have caught fire after an electrical fault. Apart from the landlines and broadband connections, 3,000 leased lines and 55 RSUS (Remote Satellite Exchange) connected by DLC (Digital Loop Carrier) were affected. BSNL sources said that 55 other exchanges fall under the mother station. All of them have been affected. "The lines at the CM's residence will need repairs," said a BSNL official. "No BSNL official informed us about the incident, leading to delay. We got a phone call from a local resident and rushed there," said an official of the fire department. DC (South) Rajesh Subarno and other Kolkata police officers went to the spot to probe the case.

Circle Executive meeting

Circle Executive meeting of AIGETOA, Kerala was conducted at PWD Rest house hall, Ernakulam on 11.07.2010. Six members from Malappuram SSA including SSA President Sri. Sambhu Chandran and SSA Secretary Sri. Faisal E attended the meeting.

The main topics of discussion were the Pay issue of 2007 and 2008 batches and the pending transfer cases of JTOs. Arranging welcome for 2008 batch JTOs and conducting Circle conference were also discussed.

In the meeting it was decided to meet the CGM at the earliest to explain the problems we are facing now, especially the pay issue and the transfer cases. CGM was out of station till thursday, 15th of this month and hence we are planning to meet him by monday of the coming week.
