BRPSE on BSNL


The meeting focused on discussion on key challenges faced by BSNL and major initiatives taken
by BSNL to turn around the company. In this regard, a presentation was given by BSNL. In the
end it was indicated that 
"With these initiatives of increasing revenues and reducing cost, it is
expected that BSNL will turnaround in next two years"

Key Recommendations

Rationalization of manpower through VRS, roll back of superannuation age to 58 years, freeing reducing allowance , out sourcing etc 
This is not the green leaf's laughter towards yellow leaves' fall. We know we also will fade to yellow, but this time the yellow leaves are too much beyond the tree can bear, other wise the tree will fall and green leaves will burn in the heat. 
So Yellow leaves must fall before the Tree's fall.

The greatest weakness of the company is its greatest strength; the vast wire line network spanned across the nuke and corner of the country.
Augment it for high revenue VAS not for the lone voice at cheap rates. Modernization of network to next generation.

Inadequacy or deficiency of management in (1) transforming or reorienting the organisation (2) assessing its capabilities (3) identifying the market opportunities (4) pro-activeness to adapt market changes.

General perception of deficiency is quality of service among the consumers.(says tedious)
Tedious 198 program is changing to Super tedious CDR 198 system.

Should start marketing 3G services immediately utilizing its pan -India presence.
BSNL still believes "marketing" is a synonym to "showcasing" and "Tailor-made solutions" , "customer-centric products" etc terms are sarcastic.

Submit a cogent revival or restructuring plan  for BSNL with in  a period of 4 months
Last date of submission should be 22-04-2011, it was better to be 01-04-2011

Implementation of time line for various measures enumerated by CMD BSNL.
MOC & IT's 100 days program is going to end by 11th April 2011; one of its key point is to find a regular CMD for BSNL.

Resting in Shade or Ruining in Dark?

Revelations, 
The Committee constituted to resolve the pay issue of DR JTOs has clearly opined the obstacle for providing  E2 is the HUGE financial burden imposed by the pension contribution to DOT . Previously the provisioning of E2 at the time of Pay Revision 2003 when the E2 (6500) is reduced to E1A(9850) citing the qualification bar which comes with E2 which omits the Group C recruited-then-fitted-to Group B by diluting  the JTO Group B recruitment rules 1999. 

Who is Who ?

  • Do any one of DR JTOs recruited after 2006 has pension provisions?
  • Why cant DR JTOs who are getting E1 (lower than some of their subordinates) shall be granted E1+ 5 increments as an interim measure; till JTO and SDE scales are finalized?
  • Isn't Interim E1+ 5 Incr is better than an Interim E1?
  • Who is less qualified in any of DR JTOs recruited after 2001?
  • Even genuine demand of equal Cost to Company ( The amount spend by the company upon each employee) is kept besieged, for whom ? by whom ?
  • Why the new messiah rise after 9 years in passion to DRs?

Opening remarks of our All India President, Shri. Shilohu Rao N.J.P at Kerala CEC meeting on 06th March 2011


"AIGETOA is a good platform where u can actually excel yourself by being with the organization. It is an organization meant for you. I would like to address few issues, like these days issues are  coming up batch-wise, first it was 2001 with EPF issue, then it was 2005 batch: they said we were the most unfortunate batch in the entire BSNL history, now after getting fitment that word is gone and they are the most luckiest batch. And, now again the same with 2007 batch onwards, they are saying that they are the most unfortunate batch because nobody takes care of us. 

For all the batches, the problem here is: it is not who is  taking care, the problem is how you come forward and deliver. It is not that no body is stopping you from joining AIGETOA, I always say Please Come, Please Come take positions and make your voice heard. And until and unless you don’t make a call on yourself that I wish to be a part of AIGETOA, no body can help you. You will have to come forward, take your responsibility and trust your circle leadership……"

AIGETOA believes that all the GEs are by default an AIGETOAn.
Because the boundaries of AIGETOA is the aspirations of a Graduate engineer in BSNL.

Report:: Circle Executive Meeting @ Kochi, 6th March 2011

The Executive Meeting of AIGETOA, Kerala Circle, was held on March 6, 2011 at Adhyapak Bhavan, Eranakulam. There was a large gathering of GE delegates from diferent SSAs of Kerala Circle . AIGETOA President, Mr Shiloh Rao was the chief guest along with Organizing Secretary,Sh. Adi Govind attended the meeting. 
Shri Rao addressed the meeting and explain about the various ongoing activities AIGETOA has currently pursuing. He elaborated the need of Marketing Initiatives , the need of the hour.  He stressed the role of DR JTOs in the current state-of-affairs. He also explained how AIGETOATN successfully took the lead with a video presentation of such an initiative and CGMT TN's appreciation The open session was well-attended, with participation from all over Kerala. AIGETOA President, Mr Shiloh Rao, addressed the open session.He explained following cases in detail.
  • Legal cases currently pursuing by AIGETOA and their current status
  • 2007-2008 Batch Pay Anomaly Issue
  • GSM Nortel/Huawei vendor problems
  • MNP Marketing Initiative from AIGETOA memebers.

In the afternoon session CEC was addressed by CP,CS and the Guest of honour Sh. Rao. The organisational activities  in the near past were analysed SSA wise from the report by respective DS and DPs. The Treasurer Sh Harish readout the Financial Audit report  and details of income and expenditure.

The meeting adjourned after a photo-session of important dignitaries at 17.00 hrs

SIM cards new national security risk, warns MHA

This new national security risk emerging out of the import of SIM cards, carrying embedded software for mobile phones , has alarmed the home ministry (MHA) and it intends to ask the telecom industry to replace all such imported SIMs in the country with locally manufactured ones at their own cost. 
The fear is that the embedded software turns the SIM card into a minicomputer, which can be a cause of abuse. The MHA feels that although domestic telecom service providers personalize the SIMs, which reduces the risk, the security threat gets aggravated as telcos then provide the encryption keys to the manufacturing facility outside India, as part of standard trade practice.

The online recharge facility (through Debit cards and bank account only) shall be available to the prepaid Broadband customers to recharge their pre-paid broadband account through BSNL selfcare portal http://www.data.bsnl.in.







What "selfcare portal" means?  If your prepaid doesn't reflect in your connectivity, who is going to "care"?
