BSNL pulled the plug due to an ongoing dispute with RCom on payment of access deficit charges (ADC) in 2004. As a result, RCom and BSNL subscribers in Punjab and Haryana could not connect with each other. “This has affected BSNL's own 4.18 million customers as well as the total of 8.14 million customers in the two circles,” RCom said.To restore the connection, the private operator has paid Rs 533 crore as full and final settlement towards interconnection with BSNL.
