Who Stabbed Our New JTOs?

Efforts Taken By AIGETOA in Pay Issue of JTOs recruited after 2006

Time line of Facts


3rd September 2010, 
AIGETOA held detailed discussion with CMD BSNL regarding the various issues faced by the Direct Recruits in BSNL. The record of the discussion was officially released by BSNL Corporate Office, New Delhi vide letter no: BSNL/31-4/SR/2010 dtd. 21st September 2010(Click here for the letter). Issued by Senior GM (Staff Relations), BSNL C.O.
Item no:2 in the above letter clearly shows AIGETOA argued to maintain the pre-revised pay scale to avoid loss of emoluments to new JTO’s to which Senior GM(Establishment) was instructed to solve the issue within two months by CMD.

4th October 2010
After this letter AIGETOA waited for its execution, sensing delay Shri. R.P. Shahu, GS AIGETOA on 4th October 2010 vide letter No: CHQ/AIGETOA/292 (click for the letter) wrote to GM (Establishment), BSNL C.O. regarding the non-implementation of the resolutions as per record of discussion during agenda meetings.
Item no: 2 in the above letter clearly states “Almost one month had passed now and something concrete on this issue is yet to come out. Still we are sincerely hoping that your office is working positively on the issue and will not wait for the last day of the prescribed time in the agenda meeting for its resolution. This issue is of utmost important to us since our newly recruited younger brothers are suffering very badly because of non-finalization of scales.”  GS, also wrote to refrain from the making the pay scale 16400-40500 permanent for the newly recruited JTO’s.
AIGETOA plans to start Operation Sangarsh in October 2010; issues instructions to Circle bodies and District bodies to gear up for Operation Sangarsh.

15th November 2010 
Finally BSNL constituted Committee for looking into loss of pay for JTO’s of 2007 & 2008 vide letter no: 1-29/2010-PAT (BSNL) (click for the letter). The annexure-A of this letter from Corporate Office, BSNL clearly shows letter No: CHQ/AIGETOA/292 signed by shri. Amit Roy, Asst. General Secy-1, working in Corporate Office BSNL on behalf of GS, AIGETOA submitted on 05th October 2010. The file no: of this letter put up to CMD is on the top of the annexure-A of letter no: 1-29/2010-PAT (BSNL) and the initials of GM (Personnel) is also seen on the left side of the first page of the annexure.The committee under chairmanship of PGM (FP) was supposed to submit its report within 60 days of time.

6th February 2011
At the Calcutta CWC of AIGETOA on 6th & 7th February 2011, Management representatives had assured positive outcomes for the problems of DR’s.
From reliable sources we have come to know that an association which has never stood for Direct Recruits in its history, sensing that the problem of new JTO’s is getting resolved wanted to take credit of it and plotted for it. Assuming a delay of one month, the committee under the chairmanship of Shri. K.C.G.K Pillai, PGM (FP) was expected to come out with its report on the pay scale issues of new JTO’s by 15th February 2011.

15th February 2011...........
On 15th February new order 1-11/2009 PAT (Click here for letter) comes to allow personal pay for those 2007 & 2008 JTO’s joined before 5th March 2009 which will not bring any benefit to the new JTO’s, since none of them has been appointed as JTO before 5th March 2009 even though some batches were in training.
On 16th February 2011 SNEA issued notice for Lunch hour demonstration and Dharna on 24th Feb & 4th March 2011 respectively citing solidarity for the cause of 2007 & 2008 JTO’s.
On 17th February 2011 the order issued by BSNL which has no benefits was kept in abeyance;
for whom ?, nobody knows.

AIGETOA never wants to conduct a Dharna just for the sake of making somebody stand in the Sun for the sake of personal gains. AIGETOA will highlight the selfless hard work it has done for the new JTO’s.

Cellphone calls alter brain activity


A recent research has unearthed that spending 50 minutes with a cellphone plastered to your ear is enough to change brain cell activity in the part of the brain closest to the antenna.

According to scientists at the National Institute of Health, the study does not settle recurring concerns of a link between cell phones and brain cancer.

According to Dr. Nora Volkow of the NIH whose study was published in the Journal of the American Medical Association, glucose metabolism (a sign of brain activity) increases in the brain in people who were exposed to a cellphone in the area close to the antenna.

The study was meant to examine how the brain reacts to electromagnetic fields caused by wireless phone signals.

Volkow added that she was surprised that the weak electromagnetic radiation from cellphones could affect brain activity but she said the findings do not shed any light on whether cellphones cause cancer. This study does not in any way indicate that. What the study does is to show that the human brain is sensitive to electromagnetic radiation from cellphone exposures.

its 4G


TRAI anticipates completing proposal on 4G by mid 2011


TRAI has stated that it is gearing up to come up with recommendation on the advanced 4G technology by the middle of this year.
The regulator will float consultation paper on 4G within a month to start discussion with the industry.
4G is expected to come next year.
The 4G technology is considered to have 10 times more data download speed as compared to 3G technology.
The data download speed of 3G technology is said to be in the range of 385 kilobytes per second to 2 megabyte per second while a user is on the move.

AT & T Coming back to India with 4G?
Global telecom giant, AT&T is reportedly in talks with chip maker Qualcomm for a possible partnership in India. Qualcomm holds the licence and spectrum to offer fourth generation or 4G wireless broadband services in four telecom circles in India. Qualcomm won BWA spectrum  n New Delhi, Mumbai, Haryana and Kerala for around US$ 1 billion.

All India GSM Figures Jan 2011

India's GSM subscriber base grew 2.53 percent in January with the addition of 13.71 million mobile phone users.The total number of subscribers in the country crossed 556.68 million as against 542.97 million in the previous month.


    1.  Airtel reached 157.8 Million Customers adding  3.87 Million customers
    2.  Vodafone  reached 157.3 Million Customers adding  3.86 Million customers
    3.   Idea  reached 156.3 Million Customers adding  3.83 Million customers
    4.  BSNL  reached 148.2 Million Customers adding  3.68 Million customers

Among BSNL Units AP Circle gathers 3.3L customers followed by Maharashtra and Karnataka
The statistics shows the MNP has not taken much influence in subscriber figures. The performance of BSNL in this month was sluggish making the growth rate to fall.

In response to strong reaction by AIGETOA CHQ , management swiftly decided to kept the witch crafted order 1-11/2009-PAT(BSNL) dated 15th Feb 2011 regarding revision of pay scale of BSNL Executives w.e.f 1.1.2007. in abeyance.






AIGETOA MLP congratulate CHQ for timely uprise to uplift the dignity and fraternity of GE Brotherhood forcing the blasphemous corporate sequoias to shake.

Finally Personal pay allowed...but for Whom?

As per 1.11/2009/PAT/BSNL dated 15.2.2011 Corporate office has given nod to allow personal pay to those GE JTOs joined in 2007 and 2009 recruitments provided they should be joined in between 1.1.2007 and not less than 5.3.2009.

AIGETOA MLP express our thankfulness for the unparalleled  benevolence shown to the 2007 and 2009 recruited poor Graduate engineers who were offered 9850(E1A) in the Advt for JTO Examination. 
We Strongly recommend the brain of the designer of such an order should be contributed to Madame Tussaud's.

We are marooned?


About 13 OF Cables of STR as well as Calicut SSA along with 3200 Pair copper cables connecting high end Telecom Services like MPLS, PE Routers, 10G RPRs, Broadband PE, POIs, GSM Mobile Networks  etc coming out from Palayam Telephone Building , Calicut, Kerala  has been damaged due to Fire caught inside the Telecom Duct below CH Over Bridge, Calicut. Cause of Fire eruption in closed duct under Tarred Public Road which is one of the busiest Streets in Calicut City without the presence of an inflammable agent is very much odd and rare. Moreover this clearly points to the conspired sabotage since almost 3 similar incidents of service break occurred in key locations of Kerala in the POST-MNP Scenario.
The Various services has been affected from 1030hrs 16.2.2011, fortunately EVDO, CDMA networks remain unaffected and GSM services were restored by ~1545hrs and Broadband network by 1800hrs partially.
  1. The Copper cables connecting Secretariat housing leased lines from Home ministry were cut-a-part over night.
  2.  Nortel GSM BSC Tirur, Malappuram went out of service and the ‘Vendor’ was helpless , resulting in week long disturbances to GSM services in its serving area
  3. Ernakulam MSC and HLR tripped due to power failure causing total GSM failure in the entire Kerala Circle for hours.



Dear Graduate Engineers,
We don’t have Pension, We have not gained surplus Bank balance, We have nothing else other than Hope. Unless sturdy intuitive actions against such belligerent proceedings should be vehemently initiated, friends......

No Chance of LTE for BSNL

Department of Telecommunications, who is said to be the asset-holder of BSNL Holdings has dumped an almost Junk Spectrum for BWA and looted its 8000Cr. 
Now the Sinking is Almost Confirmed.


For BWA services, most private operators have shown interest in adopting LTE (long term evolution) technology due to its high-speed and greater efficiency. But the BSNL has been allocated band on which it cannot launch LTE services. While private operators can use both WiMax and LTE technologies, the BSNL will have no road map for LTE, which is being dubbed as the technology of future.

Resolution of Kolkatha CWC


  1. Regarding career progression:
  • without compromising on the demand of time bound functional promotion based on performance, qualification and work experience, Request BSNL-Management to immediately conduct DPC from JTO to SDE by implementing DOP&T guideline to fix the inter-se-seniority among Direct Recruits and promotees JTOs which is already resolved in our agenda meeting in the chairmanship of CMD BSNL. This association requests the personal intervention of our honorable CMD to instruct establishment section of BSNL CO to refrain from putting hurdles and dragging for indefinite time on the already resolved issue.
  • To immediately conduct the LDCE for JTO to TES Group-B and if the same is not possible due to court cases, conduct the DPC for seniority cum fitness to fill up all the available vacancies through seniority cum fitness so that most of the eligible candidates may get promotion.
  • To put the qualification bar for the STS (E-4) and above to improve the quality of employees without any qualification relaxation to any group of executives. Management should facilitate and motivate the under qualified executives to acquire higher qualification for getting further promotion.

  1. Pay anomalies for JTOs recruited after 2006 and finalization of pay scale for JTO/JAO/SDE/AO:
  • Process should immediately be started for finalization of fixing standard pay scale for executives i.e. E2 for JTO/JAO and E3 for SDE/AO as per the DPE guidelines.
  • Pay should immediately be protected with respect to the pre-revised scale in respect of executives recruited after 2006 till the finalization of standard pay scales.
  • This association is not going to accept any degradation of pay scales i.e. anything less than E2 for JTO/JAO and E3 for SDE/AO is not acceptable and the association can react immediately without prior notice if management makes any move towards the degradation of Pay Scales.

  1. Improving the business and Brand Image of BSNL:
  • It was resolved that AIGETOA will use its strong organizational structure at Central/Circle and SSA level for marketing the services of BSNL. It was decided that it will be the responsibility of each and every member to market the services of BSNL, improve the customer care, suggest on improving the services, highlighting the problems associated with operations, sales and marketing. It was also decided that in-view of the recent MNP scenario, Association will conduct a survey at places where there have been maximum port-out cases and come out with suitable analysis of the reasons and remedies. It was also decided that AIGETOA will ensure its fullest co-operation as far as generating the revenue and improving the business volume of BSNL is concerned.


  1. Transfer Related:
  • Management should find out the way to execute all the Rule-8 transfer cases in respect of JTO/JAO who have already completed five years in the circle.
  • SDEs posted in the hard tenure stations should be immediately relieved as and when they complete their tenure without waiting for the substitute. It is the responsibility of management to arrange suitable substitute based on longest stay well in advance.
  • Request transfer of executives who have already completed 2 years as SDE along with their previous years as a JTO in a particular circle should be immediately considered.
  • There is 2 years tenure in hard station for SDEs and above but for JTO/JAO there is 5 years for considering rule-8 transfer. This seems to be high injustice as hardness has no relation with the cadre, so there is high need to modify the transfer policy and henceforth the rule-8 transfers in the cadre of JTOs/JAOs for hard tenure stations should be considered after 2 years.

  1. Regarding EPF:
  • Considering the importance of the issue and long pending despite of several persuasions in every possible manner, management should give top priority to resolve all the anomalies submitted by this association.
  • Immediate formation of centralized EPF cell at BSNL CO as already decided and expediting the process of centralization as the process appears to be too slow especially in view of the recent EPFO decision that April 2011 onwards, interest on inoperative/inactive accounts will be stopped.
  • Immediate relieving of Sh Surinder Kumar JAO from STR Chennai to EPF cell BSNL CO New Delhi as already transferred by instruction of CMD BSNL.

  1. 30% superannuation benefit in respect of direct recruits:
  • As it is already resolved in our agenda meeting and doubt has already been clarified by DPE that leave encashment is not the part of superannuation benefit, Management should immediately introduce the 30% superannuation benefit in respect of direct recruits as per the recommendations of 2nd PRC.

  1. First Time bound upgradation in four years in respect of all executives:
  • After pay revision there is clear discrimination among different batches in respect of first time bound upgradation so there is high need to modify the EPP with equal span of four years for all executives.
  • Till the modification of EPP Immediate implementation of existing EPP i.e. giving first time bound upgradation on the date of crossing minimum scale of next grade which is not being given without any reasons.

  1. Introduction of child care leave for female employees:
  • This company has a history of best social practices but depriving its own female employees from child care leave is against the social image of the company. Most of the PSUs have already introduced child care leave after sixth pay recommendation in some or other form. BSNL management is requested to immediately introduce child care leave in respect of female employees and start deliberations w.r.t. the mechanisms involved.

special tariffs offered to port-in customers intimated as per Corporate Office letter dtd 18-01-2011
cited above, except waival of port-in charges of Rs.19/-.
